Robert Gates said China's military modernization program is not transparent and alarming its neighbors.
U.S. Defence Secretary Robert Gates says he has no doubt that Chinese President Hu Jintao military control, although there was a "lack of communication" between the Chinese military and civilian leaders.
Speaking to students at Tokyo on Friday, Gates said there are clear indications that Chinese leaders do not know that military aircraft try out this week that can avoid radar detection. But, he told President Hu Jintao to control his country's military.
Gates described China's military modernization program is not transparent and alarming its neighbors. He said this is why America needs to conduct a healthy dialogue with China. Previous Gates met with Japanese Prime Minister Naoto Kan.
He did not ask Japan to hold a larger military role in the region - which would violate the basic laws of the country.
